New plumbing framework for Queensland

The new Plumbing and Drainage Act 2018 is now in force. The Act replaces the Plumbing and Drainage Act 2002 and establishes a new legislative framework for plumbing and drainage in Queensland.

It promises more streamlined and flexible regulation that should result in shorter times for plumbing approvals. It also allows for a Plumbing Code, which will complement national plumbing standards and ensure that all of Queensland’s technical requirements are set out in a single document.

There will be a new mechanical services occupation licence, expanding the scope of work regulated through contractor licence classes and allowing for mechanical service occupational licences to be divided into classes.

It also updates the penalty framework for offences with the aim of protecting of public health and the environment.

Of concern to Master Builders, it allows for the Queensland Government to unilaterally prohibit WaterMark products for products it considers unsuitable or unsafe, despite their WaterMark certification. We believe that this will only serve to undermine the robust national scheme.
