Construction Skills Queensland long course funding

Construction Skills Queensland is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.

CSQ provides funding to reduce the financial obstacle to training, making upskilling an affordable option for many more individuals in the construction industry.

CSQ eligibility:

  • An eligible worker currently employed in the construction industry (includes relevant clerical, administration and professional staff who's employer is part of the building and construction industry) or an unemployed eligible worker
  • An Australian or New Zealand citizen or permanent resident of Australia or a refugee and Humanitarian visa holder
  • Permanently resides in Queensland or be permanently employed in the Queensland construction industry
  • Must not be an employee of any authority - local, state, or Commonwealth Government Department or statutory body (excludes employees of an indigenous council that is a principal contractor)
  • Must not be a contracted trainer or assessor or existing worker of an RTO
  • Cannot be currently enrolled and participating in a Queensland secondary school program (excluding a school based apprentice or trainee)
  • Cannot have accessed CSQ funding for another long course during the same funding period
  • Cannot have been funded by an authority or such other source for delivery of the same training being undertaken as part of this program
  • Must not be seeking a verification of competency (or determination of competency) services under this agreement.
Eligible participants must also be able to meet a set criteria from either List A or List B:
LIST A – For Eligible or Unemployed Eligible Workers:
  • An eligible worker in the building and construction industry; or
  • An unemployed eligible worker – must have been unemployed for a period not greater than 4 years and was employed in the building and construction industry before being unemployed; or
  • An employee of an Indigenous Council that is a Principal Contractor – evidence must state the Council is a Principal Contractor
  • Must not be eligible under the Apprentice Advance Plus Program.

An Eligible Worker has the same meaning as the Building and Construction Industry (Portable Long Services Leave) Act 1991 (Qld) as amended from time to time.

LIST B – For Apprentices or Trainees:
  • A current active apprentice or trainee in Queensland in their 3rd or 4th year of Apprenticeship/Traineeship who is undertaking a recognised traineeship or apprenticeship; or
  • A current active apprentice or trainee in their 3rd of 4th year of Apprenticeship/Traineeship who is who is undertaking a recognised traineeship or apprenticeship and  working on a major project; or
  • An Eligible Worker, who is working on a major project or an Unemployed Eligible Worker in their first year out of their recognised Apprenticeship/Traineeship who must commence training within 365 days of the completion date in DELTA; or
  • An Apprentice or Trainee who was in their 3rd or 4th year of a recognised Apprenticeship/Traineeship that has been cancelled and they are currently accessing State Government funding to complete their institution-based training.

An Apprentice or Trainee must be one of the 32 recognised construction apprenticeships or traineeships. Please contact us to discuss whether your trade is eligible on 1300 13 60 02.

It's important to note that if you're eligible and successful in obtaining funding for a qualification through CSQ for your course with Master Builders now, you won't be eligible for any additional Higher Level Skills funding from CSQ under the same contract.

CSQ Funding Evidence

In order to be eligible for funding you will be required to provide the below:

Citizen and residency - must be one (1) of the following:

  • Full Birth Certificate or Birth Certificate Extract ; or
  • Australian or New Zealand passport or permanency, refugee or humanitarian visa; or
  • Medicare card (green only) – must be a clear & coloured copy

Full name and current address - must be one (1) of the following:

  • Current QLD driver’s licence (front and back) – must be a clear & coloured copy with current residential address; or
  • Current telephone account - or - bank statement - or - statement from real estate; or
  • Any other formal document showing full name and current residential address

Eligible worker - must be one (1) or combination of the following:

Current Employee or Self-Employed.
  • If employee - copy of most recent pay slips (must state job role, name of the employer, length of service and duties, and provide a minimum of 2 pay slips); or
  • If self-employed - copy of Invoices detailing work undertaken for a client (must show business name, street address and ABN and detail work undertaken) (minimum of 2 invoices). Cannot be for maintenance or minor works - invoices must be for  work in excess of $3,000; or
  • Employment letter - must be on company letterhead including ABN and signatory of employer producing the letter (must state job role, name of the employer, length of service and recent jobs/projects - example letter); or
  • Current QLeave statement (example statement); or
  • If none of the requested evidence can be readily available you can supply a Statutory Declaration – signed by a Justice of Peace or Commissioner of Declaration (includes name of employer, job title of employee, length of service for employment and details of duties - example self-employed Statutory Declaration and employee Statutory Declaration).
If Unemployed Eligible Worker - must have been unemployed for a period no greater than 4 years.
  • Separation Certificate (must contain the following information name of employer, job title of employee, length of service with employer and details of duties); or
  • Statutory Declaration – signed by a Justice of Peace or Commissioner of Declaration stating unemployment for a period of less than four years (includes name of employer, job title of employee, length of service and duties - example unemployed Statutory Declaration).

If you are an Apprentice/Trainee or have recently completed your recognised Apprenticeship/Traineeship please read below.

If an active 3rd or 4th year Apprentice or Trainee:
  • Copy of commencement letter from the Department of Education, Skills and Employment (DESE) and
  • If employee - copy of most recent pay slips (must state job role, name of the employer, length of service and duties, and provide a minimum of 2 pay slips); or
  • If self-employed - copy of Invoices detailing work undertaken for a client (must show business name, street address and ABN and detail work undertaken) (minimum of 2 invoices); or
  • Employment letter - must be on company letterhead including ABN and signatory of employer producing the letter (must state job role, name of the employer, length of service and recent jobs/projects - example letter); or
  • Current QLeave statement (example statement); or
  • If none of the requested evidence can be readily available you can supply a Statutory Declaration – signed by a Justice of Peace or Commissioner of Declaration (includes name of employer, job title of employee, length of service for employment and details of duties - example self-employed Statutory Declaration, unemployed Statutory Declaration and employee Statutory Declaration).
If an Eligible Worker or Unemployed Eligible Worker and is no more than 1 year out of their recognised Apprenticeship or Traineeship
  • A copy of your completion certificate or completion letter from the Department of Education, Skills and Employment (DESE) or notification from the Department or other source and
  • If employee - copy of most recent pay slips (must state job role, name of the employer, length of service and duties, and provide a minimum of 2 pay slips); or
  • If self-employed - copy of Invoices detailing work undertaken for a client (must show business name, street address and ABN and detail work undertaken) (minimum of 2 invoices); or
  • Employment letter - must be on company letterhead including ABN and signatory of employer producing the letter (must state job role, name of the employer, length of service and recent jobs/projects - example letter); or
  • Current QLeave statement (example statement); or
  • If none of the requested evidence can be readily available you can supply a Statutory Declaration – signed by a Justice of Peace or Commissioner of Declaration (includes name of employer, job title of employee, length of service for employment and details of duties - example self-employed Statutory Declaration, unemployed Statutory Declaration and employee Statutory Declaration).
If you are an active 3rd or 4th year Apprentice/Trainee OR have completed your Apprenticeship/Traineeship in the last 1 year and are working on a major project:
  • The Apprentice/Trainee must also provide a signed letter or any other formal documentation from the Principal Contractor which must include the name of the participant, job title and major project name.
If Apprentice or Trainee has been unemployed for a period of less than 1 year out of their Apprenticeship or Traineeship:
  • Must provide a Separation Certificate or Statutory Declaration confirming the following details: Name of employer, job title of employee, length of service with employer and details of duties undertaken in the building and construction industry (example unemployed Statutory Declaration) and
  • A copy of your completion certificate or notification from the Department of Education, Skills and Employment (DESE) or other source outlining participants name, qualification name, occupational title and date of competition must be provided
If you are a 3rd or 4th year cancelled Apprentice or Trainee and are currently accessing State Government funding to complete institution-based training:
  • Copy of the training assistance for cancelled apprentices and trainees advice from the Department of Education, Skills and Employment (DESE).
