Construction Skills Queensland Short Course Funding

Construction Skills Queensland is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.

CSQ provides funding to reduce the financial obstacle to training, making upskilling an affordable option for many more individuals in the construction industry.

CSQ eligibility:

  • An eligible worker currently employed in the construction industry working in an 'on the tools' role (must not be employed in a managerial, clerical, professional or auxiliary capacity);
  • An Australian or New Zealand or permanent resident of Australia or a refugee and Humanitarian visa holder;
  • Permanently reside in Queensland or be permanently employed in the Queensland construction industry;

And must not be:

  • An employee of any authority - local, state, or Commonwealth Government Department or statutory body or RTO (excludes employees of an indigenous council that is a principal contractor);
  • A contracted trainer or assessor or existing worker of an RTO;
  • Currently enrolled and participating in a Queensland secondary school program(excluding a school based Apprentice or Trainee);
  • Funded by an Authority or such other source for delivery of the same Training being undertaken as part of this Program;
  • Those Participants seeking a Verification of Competency (or Determination of Competency) services under this Agreement.
Eligible participants must also be able to meet a set criteria from either List A or List B:
LIST A – For Existing or Unemployed Eligible workers:
  • An eligible worker in the building and construction industry; or
  • An unemployed eligible worker – must be less than 4 years and was employed in the building and construction industry before being unemployed; or
  • An employee of an Indigenous Council that is a Principal Contractor – evidence must state the Council is a Principal Contractor;
  • Must not be eligible under the Apprentice Advance Plus Program.

An Eligible Worker has the same meaning as the Building and Construction Industry (Portable Long Services Leave) Act 1991 (Qld) as amended from time to time.

LIST B – For Apprentices or Trainees (in addition to CSQ eligibility list above):
  • A current active Apprentice or Trainee in Queensland undertaking a Recognised Apprenticeship or Traineeship, including an eligible Participant who is working on a Major Project; or
  • An Eligible Worker, including an eligible Participant who is working on a Major Project or an Unemployed Eligible Worker in the first year out of their Recognised Apprenticeship or Traineeship who must commence training within 365 days of the completion date in DELTA; or
  • A cancelled Apprentice or Trainee who was undertaking a Recognised Apprenticeship or Traineeship that has been cancelled and they are currently accessing State Government funding to complete their institution-based training.

An Apprentice or Trainee must be one of the 32 recognised construction apprenticeships or traineeships. Please contact us to discuss whether your trade is eligible on 1300 13 60 02.

CSQ Funding Evidence

In order to be eligible for funding you will be required to provide the below:

Citizen and residency - must be one (1) of the following:

  • Full birth certificate or birth certificate extract ; or
  • Australian or New Zealand passport or permanency, refugee or humanitarian visa; or
  • Medicare card (green only) – must be in a clear & coloured copy

Full name and current address - must be one (1) of the following:

  • Current QLD driver’s licence (front and back) – must be in a clear & coloured copy; or
  • Current telephone account - or - bank statement - or - statement from real estate; or
  • Any other formal document showing full name and current residential address

Employment - must be one (1) or combination of the following:

Current Employee or Self-employed.
  • Copy of invoices detailing work undertaken for a client (must show business name, street address and ABN) (minimum of two invoices - cannot be for maintenance or minor works, must be invoices for work in excess of $3,000); or
  • Employment letter - must be on company letterhead incl. ABN, name of employer, job title of employee, length of service for employment and details of recent jobs/projects & signatory of employer producing the letter (example letter); or
  • Current QLeave membership statement (example statement); or
  • Statutory Declaration – signed by a Justice of Peace or Commissioner of Declaration (includes name of employer, job title of employee, length of service for employment and details of duties - example self-employed Statutory Declaration and employee Statutory Declaration); or
  • Copy of most recent payslips (must state job role, name of the employer, length of service and duties - minimum of 2 pay slips).
If Unemployed Eligible Worker - must be less than 4 years.
  • Separation Certificate (must contain the following information: name of employer, job title of employee, length of service with employer and details of duties) ; or
  • Statuary declaration (witnessed by a JP or lawyer and must contain the following information: name of employer, job title of employee, length of service with employer and details of duties - example unemployed Statutory Declaration).

If you are an Apprentice/Trainee or have recently completed your Apprenticeship/Traineeship please read below. If not, please skip to the Funding History section below.

If an active Apprentice or Trainee:
  • Copy of commencement letter from the Department of Education, Skills and Employment (DESE); and
  • Copy of invoices detailing work undertaken for a client (must show business name, street address and ABN) (minimum of two invoices - cannot be for maintenance or minor works, must be invoices for work in excess of $3,000); or
  • Employment letter - must be on company letterhead incl. ABN, name of employer, job title of employee, length of service for employment and details of recent jobs/projects & signatory of employer producing the letter (example letter); or
  • Current QLeave membership statement (example statement); or
  • Copy of most recent payslips (must state job role, name of the employer, length of service and duties - minimum of 2 pay slips); or
  • A statutory declaration (witnessed by a JP or lawyer and must contain the following information: name of employer, job title of employee, length of service with employer and details of duties - example self-employed Statutory Declaration and employee Statutory Declaration).
If an eligible Worker and is no more than 1 year out of their Apprenticeship or Traineeship
  • A copy of your completion certificate or completion letter from the Department of Education, Skills and Employment (DESE); and
  • Copy of invoices detailing work undertaken for a client (must show business name, street address and ABN) (minimum of two invoices - cannot be for maintenance or minor works, must be invoices for work in excess of $3,000); or
  • Employment letter - must be on company letterhead incl. ABN, name of employer, job title of employee, length of service for employment and details of recent jobs/projects & signatory of employer producing the letter (example letter); or
  • Current QLeave membership statement (example statement); or
  • Copy of most recent payslips (must state job role, name of the employer, length of service and duties - minimum of 2 pay slips); or
  • A statutory declaration (witnessed by a JP or lawyer and must contain the following information: name of employer, job title of employee, length of service with employer and details of duties - example self-employed Statutory Declaration and employee Statutory Declaration).
If you are an active Apprentice/Trainee OR have completed your Apprenticeship/Traineeship in the last 1 year and are working on a major project:
  • The Apprentice/Trainee must also provide a signed letter or any other formal documentation from the Principal Contractor which must include the name of the participant, job title and major project name.
If Apprentice or Trainee has been unemployed less than 1 year out of their Apprenticeship or Traineeship:
  • Must provide a Separation Certificate or Statutory Declaration confirming the following details: Name of employer, job title of employee, length of service with employer and details of duties undertaken in the building and construction industry (example unemployed Statutory Declaration) and
  • A copy of your completion certificate or completion letter from the Department of Education, Skills and Employment (DESE) outlining participants name, qualification name, occupational title and date of competition must be provided.
If you are a cancelled Apprentice or Trainee and are currently accessing State Government funding to complete institution-based training:
  • Copy of the training assistance for cancelled apprentices and trainees advice from the Department of Education, Skills and Employment (DESE).
